LepidaSpA is an in-house providing company for telecommunication and IT services whose shareholders are Regione Emilia-Romagna (Italy) and all local authorities of its territory (412).

LepidaSpA was established via a Regional Law and started its activities in 2007. Its activities are focused on planning, developing and managing the regional telecommunications networks of and for the public administrations. In particular, the regional networks include an ultra broadband NGN network and a digital radio networkfor the emergency management. It is directly involved in the governance of the Regional ICT Plan (PiTER), which defines the regional ICT strategies and policies, and operates in the area of on line services development taking care of introducing each local authority in the Public Connectivity System following the cooperation scheme named "Community Network" . The Community network is a system designed so that all local authorities in Emilia-Romagna share the same opportunities to be able to develop information society for their citizens.

LepidaSpA is also deeply involved in producing public strategies on broadband and ultra broadband development and anti digital divide programmes, with a technology neutral approach. In the anti digital divide initiatives actions are based on exploiting the asset of the PA and collaboration with all the TLC Operators. Moreover, a specific focus is given to industrial areas defining and testing experimental Public Private Partnership models to overcame digital divide and provide robust and innovative infrastructures.

LepidaSpA supports Public administrations towards innovation, creating opportunities for ICT providers for the public administration market and operating as facilitator in this area.
